She was born as Julie Anne Smith on December 3, 1960. in Fayetteville in North Carolina.
Both of her parents were well educated and had careers in the state sector: her father was a military judge and her mother was a social worker.
Julianne has two younger brothers and a sister.
She also has dual citizenship, both British and American, because her mother was born in Scotland.
